With the resources available even today, underdeveloped nations could make rapid progress. What is holding them back?

Is it lack of knowledge? But there is a wealth of information in printed form and on the Internet on almost every development topic - poverty reduction, agriculture improvement, town planning, infrastructure development, micro-financing, community development, social welfare.

Is it lack of money? But there is a flood of funding available from many different sources. Infact, today the world can be characterised by a surplus of funds seeking investment opportunities.

What I think the problem is, it is a combination of lack of awareness, an absence of vision and a dearth of motivation. Leaders in developing countries are guilty of all three of these.

What is the solution? We can't just wait around for visionless leaders, incompetent bureaucrats and corrupt elite classes to drive the chain. These people are not bothered by the status quo.

It is you and me, the ordinary person, who has to spread the word. Spread the message to all. Make sources of knowledge and information available. Motivate people. Create action groups. Discuss, argue, stimulate, provoke. Send emails. Force a chain reaction.

Leapfrogging Nations

Underdeveloped countries have one advantage over the developed ones: they are not heavily invested in old technology or infrastructure. They do not have to write off such investments, or tear them down before rebuilding. They can learn from the experience and mistakes of the developed countries and leapfrog over some of the transition phases of development. For example, with the widespread use of cheap cellular or wireless telephones, there is less need to heavily invest in expensive land telephone lines. Instead of building heavy industries, they could concentrate on developing their human resources to excel in software development, information processing, online services and creativity.

The capital requirements for human resource development are less that those for setting up heavy industries. In any case, capital is widely available in international money markets and from international agencies.

A lot of expertise and experience is available to help accelerate development. Success stories and experiments like micro-financing, computer education in villages, sustainable innovations, and other initiatives show how progress can be made.

Communication technologies, like radio, television, telephone, wireless, internet, etc. have progressed, and have penetrated even the most remote regions of the world. As a result, the general level of awareness and interest in development has risen dramatically.

There is less resistance to the idea of development. Countries are more confident about the prospects of development and are also facing increasing pressure from their citizens to enhance the pace of development. They also realize the need for less restrictive regulation in order for progress to be made.

Multinational corporations are investing in underdeveloped countries, although for their own profit motives, but inevitably stimulating development in the local area.

For all these reasons, I am confident that the pace of development is increasing. But I also believe it can be further spurred by targetted actions and initiatives.
